GOVERNMENT says it is implementing various measures such as debt swaps in order to enable eligible council workers to access their NAPSA partial withdraws. Labour Minister Brenda Tambatamba says some council workers could not access their partial withdraws due to non-remittance of statutory obligations to NAPSA by various local authorities.
