GOVERNMENT says it is implementing various measures such as debt swaps in order to enable eligible council workers to access their NAPSA partial withdraws. Labour Minister Brenda Tambatamba says some council workers could not access their partial withdraws due to non-remittance of statutory obligations to NAPSA by various local authorities. Tambatamba told the National Assembly on Thursday that government was aware that some council workers could not access their NAPSA partial withdrawal. “The government is aware that due to challenges being faced by local authorities in remitting monthly statutory contributions to NAPSA, some councils [council workers] have been unable to meet the qualifying criteria to the partial withdraw benefit also known as the pre-retirement hence, failed to access the benefit....
