PRESIDENTIAL Political Advisor Levy Ngoma says there is no legal provision that regulates government programmes. Responding to Transparency International Zambia’s statement that President Hichilema not following the presidential campaign timetable raised governance concerns, Ngoma said President Hakainde Hichilema was only having community engagements to explain government programmes. He said it was a “shallow” to suggest that programmes being conducted by the Head of State must be regulated.
