THE Zambia Correctional Service has failed to answer the public’s questions on the strange pardoning of Winston Kabinda, a convicted sex offender who in 2018 defiled a four-year-old girl, was sentenced to 30 years, but only served less than two before he was released in 2020. That release, as the country has now come to realise, has left the victim and her family traumatised, with scars that continue to show in her health, mental well-being, and academic progress.
