FORMER Minister of Information and Agriculture, Dora Siliya, is suggesting that Zambia’s Constitution should be amended so that the minimum qualification for Members of Parliament and Ward Councillors is a university degree. Currently, the requirement for an MP and Councillor is a Grade 12 certificate. According to Ms Siliya, this change would help improve the quality of leadership in the country. Madam Siliya’s argument is that modern governance demands leaders to be intellectually and technically competent, so that they can engage intelligently on an international level. At face value, the argument sounds progressive. Who wouldn’t want a more educated political class? After all, a higher level of education can enhance one’s analytical skills, policy understanding, and ability to interpret legislation....
