FORMER permanent secretary Mwamba Peni has asked the Lusaka High Court to grant him leave for the issuance of a writ of habeas corpus, compelling Zambia Police Service to present him in court. On August 21 ,2026, Peni was arrested for failing to surrender the vehicle issued to him at the time he was the Permanent Secretary in Charge of Special Duties.
