DEPUTY Secretary to Cabinet in charge of administration Dr Oliver Kalabo says cleaning up the civil service is not an easy task because the damage was done over a long period of time. Dr Kalabo argues that the country is coming from a toxic environment where the previous government had politicised the civil service, including the higher level.
