IT IS not really that every time we arrest someone, we must ensure that they must go to prison and wear an orange uniform, sometimes when we hit them just from the property, it is good enough, says Drug Enforcement Commission Director General Nason Banda. And Banda says prosecuting corruption cases is so costly that sometimes it makes more sense to go for non-conviction based forfeiture so that citizens can directly benefit from the recovered loot.
