THE latest Auditor General’s report on Zambia’s external debt stock has revealed that 555 of the 1000 solar powered milling plants procured at a cost of US$200,000,000 are non-functional. And the report has revealed that government paid China Energy Engineering Group Hunan Electric Power Design Institute Co. Limited US$33,750,000 as an advance payment for the construction of FTJ Chiluba University but when the contract was cancelled, the cost of the works done could not be ascertained because management did not provide the project closure accounts.
