A CONSORTIUM of civil society organisations, faith-based organisations and trade unions has urged government to repeal the Public Order Act, arguing that it is restrictive. On the other hand, the consortium says stakeholders should work towards reforming the “winner-takes-all” electoral system by adopting a Mixed-Member Proportional Representation system. Council of Churches in Zambia (CCZ) General Secretary Fr Emmanuel Chikoya says government must also pass the Public Gatherings Bill into law to ensure that political parties and civil society are guaranteed the right to assembly, association and protest without undue police interference.
