IT has been very interesting observing, and also engaging in, the often heated debates around Constitutional Amendment Bill No. 7. Those debates are now largely academic. Parliament has voted in favour of the amendments, and the Constitution will be changed. With that vote, President Hakainde Hichilema and his government have their wish, they have crossed an important political line. Now they can no longer govern on the strength of intentions, explanations, or assurances. They must now deliver the development and democratic dividends they promised would flow from these changes.
