THE decision by the Zambia Environmental Management Agency to allow Avocado Mining Limited to resume operations should worry anyone who has followed this company’s record. We have written repeatedly about the danger of weak environmental enforcement in the mining sector. In previous editorials, we questioned the decision to allow some mining operators reach production and why enforcement often appears reactive rather than preventive.
