CONSTITUTIONAL Law expert Professor Muna Ndulo says it is disappointing that 58 years after independence, Zambia does not have a durable constitution. Meanwhile, Prof Ndulo says the Public Order Act needs to be amended to make it clear that one does not need permission from police to hold any event.
