ATTORNEY General Mulilo Kabesha has asked the Lusaka High Court to dismiss the petition in which Sean Tembo argues that the laws on insulting language are unconstitutional. Kabesha has told the Court that the rights and freedoms guaranteed under Articles 11, 18, and 20 of the Constitution are subject to lawful limitations designed to protect the rights and freedoms of others. Tembo filed a petition asking the Court to strike off the statute book Section 179 of the Penal Code as it infringes the sacrosanct provision of Article 18 (7) of the Constitution.
