President Edgar Lungu has terminated Ministry of Mines and Minerals Development permanent secretary Paul Chanda’s contract.

And President Lungu will not renew Ministry of Energy permanent secretary Brigadier General Emeldah Chola and her Ministry of Fisheries and Livestock counterpart David Shamulenge’s contracts which come to an end October 12 and October 5, respectively.

Meanwhile, President Lungu has transferred Ministry of Water Development, Sanitation and Environment Protection permanent secretary Bishop Edward Chomba to the Ministry of Local Government.

This is according to a statement issued by Special Assistant to the President for Press and Public Relations Isaac Chipampe, Tuesday.

“The President has appointed Director-General at the Zambia Public Procurement Authority Mr Danies Chisenda as Permanent Secretary for the Ministry of National Development Planning, with immediate effect. The President’s decision is in exercise of the powers vested in him, pursuant to the provisions of Article 92 (2) (e) of the Constitution of the Republic of Zambia, and as read with Article 93 (1). The President has also promoted Labour Commissioner Mr Chanda Kaziya as Permanent Secretary in the Ministry of Labour and Social Services. The Permanent Secretary for the Ministry of Labour and Social Services Mr Barnaby Mulenga has been transferred to the Ministry of Mines and Minerals Development, while the contract of his counterpart in the same Ministry, Mr Paul Chanda has been terminated,” Chipampe stated.

“At the Provincial Administration in Western Province, the President has promoted Deputy Permanent Secretary Mr Danny Bukali to the position of Permanent Secretary for Western Province, with immediate effect in accordance with the provisions of Article 92 (2) (e) of the Constitution of Zambia.
On contracts at Permanent Secretary Level, the President will not renew the contract of employment of Dr. David Shamulenge as Permanent Secretary for the Ministry of Fisheries and Livestock which comes to an end on 5th October, 2019. The contract of Brigadier General Emeldah Chola, Permanent Secretary for the Ministry of Energy will not be renewed when it comes to an end on 12th October, 2019, and her counterpart Mr Trevor Kaunda, Permanent Secretary at Cabinet Office in charge of Management Development Division (MDD) has since been transferred to the Ministry of Energy.”

Meanwhile, President Lungu transferred Bishop Chomba to the Ministry of Local Government.

“And the President has transferred Permanent Secretary for the Ministry of Water Development, Sanitation and Environment Protection, Bishop Edward Chomba to the Ministry of Local Government, while his counterpart at the same Ministry, Mr Amos Malupenga moves to the Ministry of Tourism and Arts in the same capacity.
Higher Education Permanent Secretary Mr Mabvuto Sakala has been transferred to the Ministry of Water Development, Sanitation and Environment Protection The Permanent Secretary for the Ministry of National Development Planning (M&E) Mr Mushumwa Mulenga has been transferred to the Ministry of Commerce, Trade and Industry, while the Commerce Permanent Secretary, Mrs Kayula Siame has been transferred to the Ministry of Higher Education,” read the statement.

“The President has also transferred the Permanent Secretary for the Ministry of National Guidance and Religious Affairs Mrs Katongo Chifwepa to Cabinet Office (MDD), while Tourism and Arts Permanent Secretary Reverend Howard Sikwela has been moved to the Ministry of Guidance and Religious Affairs. The non renewal of contracts has been made in accordance with Article 92 (1) of the Constitution of Zambia, while the termination of contract has been made pursuant to Articles 92/10, 92(2)(e) and 270 of the Constitution of Zambia.”

President Lungu wished those whose contracts had been terminated well in their future endeavors.

“And all the transfers have been made in accordance with Articles 9211) of the Constitution of Zambia.
The President has since congratulated those who have been promoted, and transferred and wished them God’s blessings. And President Lungu has expressed gratitude to Permanent Secretaries whose contracts have not been renewed for the service they rendered to The Republic of Zambia. The President has wished them well in their future endeavours,” stated Chipampe.
