THE Road Transport and Safety Agency (RTSA) has clarified that the prosecution of road traffic offenders is not a new development but a strategy that was introduced in 2013. Commenting on an article circulating on social media that “RTSA to prosecute road offenders, no more payments”, RTSA public relations manager Mukela Mangolwa clarified that the Angency embarked on the prosecution of road traffic offenders in 2013 following the setting up of the Lusaka Fast Track court for traffic offences. The Agency, however, said offences below 1,500 penalty units, equivalent to K450, like the use of mobile phone whilst driving, failure to use seat belt, careless driving, were still referred to the Zambia Police for payment of admission of guilt fines....
