JUSTICE Minister Mulambo Haimbe says President Hakainde Hichilema has demonstrated that he is thick-skinned by deciding to repeal the criminal defamation of the President. Debating the Penal Code and Criminal Procedure Code (Amendment) Bill which passed through the Second Reading stage on Thursday, Haimbe said with the removal of certain provisions, the onus was now on Zambians to ensure that politics of insults were stopped. “Contrary to assertions that there’s piecemeal amendment that is being put in place, the entire provision under the penal code is being repealed.
