FORMER secretary to cabinet Leslie Mbula says government is expected to manage trips even when the country is not experiencing a national emergency. Mbula, however, says reasonable trips cannot be avoided, but excessive travel is what needs to be curtailed. On Wednesday, President Hakainde Hichilema said there was need to curtail trips and workshops for all arms of government and channel funds towards food security due to the declaration of a national disaster.
