CHAPTER One Foundation (COF) says Avocado Mining’s continued operations, despite an active closure order and ongoing prosecution, point to a systemic failure in regulatory oversight. The Foundation argues that if the government finds that Avocado Mining cannot operate without causing foreseeable harm, a permanent ban is both lawful and justified. And Mines PS Hapenga Kabeta has advised companies to comply with environmental regulations.
