SPEAKER of the National Assembly Nelly Mutti has ruled that Cabinet ministers commenting on Bill 7 are out of order as the Bill is now before the Select Committee. This was after Bangweulu MP, Anthony Kasandwe, rose on a Point of Order against Home Affairs Minister Jack Mwiimbu, Finance Minister Dr Situmbeko Musokotwane and Commerce Minister Chipoka Mulenga, who have recently commented on the Bill. “Over the Select Committee, there is a growing tendency, Madam Speaker, among Cabinet Ministers to comment on Bill 7.
