SPEAKER of the National Assembly Nelly Mutti has ruled that Cabinet ministers commenting on Bill 7 are out of order as the Bill is now before the Select Committee. This was after Bangweulu MP, Anthony Kasandwe, rose on a Point of Order against Home Affairs Minister Jack Mwiimbu, Finance Minister Dr Situmbeko Musokotwane and Commerce Minister Chipoka Mulenga, who have recently commented on the Bill. “Over the Select Committee, there is a growing tendency, Madam Speaker, among Cabinet Ministers to comment on Bill 7. I am citing Ministers that have been publicly commenting on Bill 7, Madam Speaker, pursuant to Standing Order 129, which forbids a Minister to consult, advise and sensitise on the Bill, [which is a] Constitutional Bill....
