FORMER energy minister Yamfwa Mukanga says lack of a proper explanation for increased hours of power supply has brought about speculations that this may be due to the upcoming general elections. Meanwhile, Mukanga says reforms in the energy sector can only be meaningful if they have an impact on the lives of citizens in reality, not just on paper.
