AS we draw towards the dissolution of Parliament and embark on the general elections, it is important to check how institutions have performed over the past five years. Our first stop is at the Financial Intelligence Centre and we are inclined to comment on the submission by the Patents and Companies Registration Agency (PACRA) to Parliament. It is true that while the Financial Intelligence Centre is expected to detect, analyse and expose complex financial crimes, it remains deliberately stripped of the very powers required to ensure that its work leads to consequences.
