FORMER home affairs minister Stephen Kampyongo says the police service does not have the immediate capacity to keep the streets and business places safe enough for a successful 24-hour economy. He is right, at least in one very important respect. With the current staffing levels, it would be difficult for the Zambia Police to guarantee round-the-clock safety in all the commercial centres, compounds, townships and rural areas where this new economic model is supposed to function. But admitting that reality is not the same as rejecting the 24-hour economy itself. It simply means government must stop talking about this policy as though it will implement itself.
