INFRASTRUCTURE, Housing and Urban Development Minister Charles Milupi has insisted that the shortlisting of Velos Enterprise and AVIC International as bidders for the Lusaka Ndola Dual Carriageway was done on merit as the two companies met the expected criteria. On Friday, Diggers! reported that the Road Development Agency (RDA) had selected entities to bid for the construction of the Lusaka Ndola Dual carriageway, among them companies owned by friends of the ruling UPND.
