THE Public Accounts Committee (PAC) has heard how the Ministry of Lands and Natural Resources targeted to issue four million title deeds in a space of seven years without doing a feasibility study. The ministry’s Permanent Secretary, Patrick Mucheleka, admitted that the target of issuing four million title deeds was arrived at without doing a feasibility study.
