INFRASTRUCTURE and Urban Development Minister Charles Milupi says Zambians should expect works on the Lusaka-Ndola dual carriageway to commence as early as possible this year. Milupi has cited legal and financial issues as reasons for the delay. In October last year, Milupi said government was also anxious for works on the Lusaka-Ndola dual carriageway to commence but said negotiations had not been easy to conclude because this was the first time it was using a PPP model on roads.
