INFRASTRUCTURE, Housing and Urban Development Minister Charles Milupi says government has concluded negotiations with the private partner for the Lusaka-Ndola Carriageway works. Speaking when he paid a courtesy call on Copperbelt Provincial Minister Elisha Matambo, Milupi said the Public Private Partnership (PPP) Council had approved the negotiations.
