THE Higher Education Loans and Scholarships Board (HELSB) says it has sent a proposal to the Ministry of Education for a downward adjustment of interest rates on student loans from 15 percent to 10 percent. Last week Wednesday when President Hakainde Hichilema addressed University of Zambia students, the UNZASU president appealed for a reduction of interest rates on loans.
