MINISTRY of Local Government and Rural Development Permanent Secretary Technical Services Nicholas Phiri says the entire Road Transport and Safety Agency now falls under his ministry. In an interview, Phiri clarified that the Lusaka RTSA office would now report to the Lusaka City Council. “When we say that a function has been devolved, we devolve the function and the human resource; the personnel that perform that function.
