THE Zambia Law Development Commission (ZLDC) has recommended the repeal and replacement of the Public Order Act on grounds that it doesn’t facilitate the enjoyment of rights to freedoms of assembly, association and expression. The commission also recommends that the Public Order Act should be renamed the “Public Gatherings Act”. And Justice Minister Mulambo Haimbe says his ministry, in collaboration with the Ministry of Home Affairs and Internal Security, will ensure that the proposed Public Gatherings Bill of 2023 is approved by Cabinet for possible enactment by the National Assembly.
