IN recent years, the Constituency Development Fund (CDF) existed largely in the background, with limited impact and rarely prioritised skills development. While it was predominantly known for improving infrastructure in constituencies, the narrative is now changing. Skills development is one component that is seeing a green light, even as government continues to increase its allocation, which has now risen to K40 million. This shift has made it possible for young people like 22-year-old Vanessa Nalupumbwe from Chingola to earn a skill.
