CHAPTER One Foundation Executive Director Josiah Kalala has urged government to move beyond rhetoric and demonstrate genuine political will to enhance democratic governance. Kalala says the continued existence of what he terms as restrictive cyber laws, alongside weaknesses in the access to information framework, points to a government that has not yet matched its words with sufficient action.
