CHAPTER One Foundation (COF) has called for the complete repeal and replacement of the Constitution to address the country’s governance needs. COF Executive Director Josiah Kalala argues that the current Constitution concentrates power in the Executive. Meanwhile, Kalala says the current Bill of Rights is not comprehensive enough to reflect contemporary human rights, adding that it lacks mechanisms for modern human rights accountability.
