THERE are two groups of people in the world, those that try to follow rules in what they do and those who always take shortcuts. Those who break laws to achieve what they want find it difficult to take the long path; they are used to abusing their power and advantage in order to get to their destination. Similarly, those who are not experienced in lawbreaking easily get caught whenever they try to cut corners. This is also true for governments.
