THE Food Reserve Agency (FRA) says it took a risky action last year to sell 1,000,000 metric tonnes of maize in order to pay off farmers. FRA Board Chairperson Kelvin Hambwezya says although the country is now out of the deeper waters in terms of food security, the agency should never undertake such a risky action again.
