A 35-year-old Judiciary registry officer and a legal officer have been dragged to court for allegedly forging Adoption Order documents for foreign nationals.

In this matter, Mwangala Mubita, 30, a legal officer of Chilanga, and Chitembo Chipili, 35, a registry officer of Lusaka, are facing 13 counts of forgery and forgery of judicial or official documents.

The two are alleged to have forged three Adoption Orders, three Guardian Ad-Litem, three Effective date of Notice, three Letters to the Registrar General and a Shortened Form of Birth Certificate.

In count one it is alleged that Mubita between August 1, 2013 and February 26, 2015 in Lusaka, whilst acting together with other unknown persons and with intent to deceive or defraud, forged a document namely Effective date of Notice bearing file number DSWHQ/AD/OP/7013 dated August 9, 2013 by purporting to show that it was genuinely issued and signed by Ireen Munga, an officer from the Ministry of Community Development when in fact not.

In count two, Mubita and Chipili between February 26, 2015 and March 10, 2015 in Lusaka, with intent to deceive or defraud forged a document namely, Letter to the Registrar General bearing reference number DSW/LSK/103/25/8 in respect of Mohammad Naeem Daud Bawla by purporting to show that it was genuinely issued and signed by Daniel Banda, a juvenile inspector from the Ministry of Community Development and Social Services, when in fact not.

In count three, Mubita and Chipili between July 20, 2014 and August 1, 2014 with intent to defraud, forged a document namely Adoption Order bearing file number 2014/CRMP/ADOPT/30 dated July 29, 2014 in the names of Naeem Nazir Patel by purporting to show that it was genuinely ordered and signed by the magistrate Honourable Willy Banda, when in fact not.

In count four, Mubita between August 1, 2013 and February 26, 2015 with intent to defraud forged a document namely Shortened Form of Birth Certificate in the names of Mohmmad-Naeem Daud Bawla by purporting to show that it was genuinely signed and issued by Registrar General for National Registration, Passport and Citizenship when in fact not.

In count five, Mubita and Chipili between August 1, 2014 and August 27, 2014, in Lusaka with intent to deceive or defraud, allegedly forged a document namely, Letter to the Registrar General bearing reference number DSW/LSK/103/25/8 dated August 6, 2014 in the names of Naeem Nazir Patel by purporting to show that it was genuinely issued and signed by Daniel Banda, a juvenile inspector from Ministry of Community Development and Social Services when in fact not.

And in another count, among others, the dual allegedly forged a judicial document namely, Adoption Order for Mohammad Naeem Daud Bawla (infant) by purporting to show that it was order and signed by the magistrate, honourable Willy Banda when in fact not.

The matter has been allocated to magistrate Willie Sinyangwe and the accused persons are expected to the plea on Wednesday.
