THREE oil transporter associations have sued Energy Minister Peter Kapala and the Energy Regulation Board, demanding a declaration that the Constitution compels them to create an economic environment which encourages individual initiative and self reliance among local petroleum transporters. They argue, before the Constitutional Court, that the petroleum transportation business has become the preserve of foreign owned transport companies, and will continue to be so unless government is proactive and innovative in its regulation and licensing of Oil Marketing Companies.
