FEIRA PF member of parliament Emmanuel Tembo on Friday mocked the UPND on the floor of the House, saying he almost believed the debt had been paid, when it was just restructured. But Minister of Local Government Gary Nkombo said Tembo must have been hallucinating, bragging that UPND had managed to restructure debt when PF had failed to do so.
