THE Law Association of Zambia (LAZ) has urged government to repeal the law making sexual offences non-bailable, saying it is incompatible with the provisions of the Constitution which guarantee the right to a fair hearing. LAZ president Arnold Kaluba says the law in question represents a fundamental departure from established principles of criminal justice. Recently, the National Assembly passed the Criminal Procedure Code (Amendment) Act, No. 4 of 2026, making a number of offences non-bailable, among them rape, defilement, incest, stock theft, theft of medicine and medical supplies, and the stealing of strategic minerals such as copper, gold and diamonds.
