IT is pleasing to see that the Human Rights Commission has finally provided guidance on the implementation of the Access to Information law. We are glad that the Human Rights Commission has backed that guidance with a warning of consequences on information holders who will not comply. In doing so, the Human Rights Commission has injected much-needed seriousness into the implementation of the Access to Information regime. The guidance issued by HRC Chairperson Pamela Towela Sambo should not merely be procedural housekeeping. It should be a decisive step which, if adhered to by information holders, has the potential to fundamentally change Zambia’s governance culture.
