THE concession of the Tanzania–Zambia Railway Authority (TAZARA) to China Civil Engineering Construction Corporation (CCECC) has been packaged as a major victory for our country. Finance and National Planning Minister Dr Situmbeko Musokotwane says the country is gaining more from the concession, unlike speculation that it is losing out. We’re told that the country should expect cheaper export transportation, relief on the Treasury, improved logistics, and increased revenue flows. These promises are undeniably attractive. According to official statements, CCECC has committed to investing approximately US$1.4 billion into the railway, US$1 billion for rehabilitating dilapidated infrastructure and another US$400 million for new locomotives and hundreds of freight wagons.
