ELECTORAL Commission of Zambia (ECZ) Chairperson Mwangala Zaloumis says it is difficult to hold people accountable for electoral misconduct but the courts of law have played a significant role in election dispute resolution. And International Foundation for Electoral Systems president Anthony Banbury says rapid technological innovation has proved to be the gravest threat to electoral integrity.
