SECRETARY to Cabinet Patrick Kangwa says government offered to accord former Transport minister Mutotwe Kafwaya an official funeral, but the family declined the offer. Kangwa says the offer was made in accordance with the funeral and burial honours applicable to a former Cabinet minister, as Kafwaya served as minister of Works and Supply from 2018 to 2019, and as minister of Transport and Communications from 2019 to 2021.
