CEEC Director General Charles Mungule has lamented that the commission cannot presently help President Hakainde Hichilema achieve his intended outcomes because people’s debt culture is inimical to development.   And Dr Mungule says the Citizens Economic Empowerment Commission has disbursed about K1.24 billion since its inception, disclosing that the new dawn government had breathed life into the commission.
