FORMER president Edgar Lungu has sought leave of the Lusaka High Court to commence judicial review proceedings against the state’s decision to stop him from traveling to South Korea. Lungu, who has cited the Attorney General as the respondent in the matter, is seeking an order of certiorari to quash the decision of the Director General of Zambia Department of Immigration to deny the him exit out of Zambia into South Korea without according to him any reasons save to state that he needed to be cleared by Cabinet Office, a procedure he says does not exist. He also wants an order to stay the decision of the Director General of Immigration, refund of the cost of the air tickets...
