SPEAKER of the National Assembly Nelly Mutti had a tough time maintaining silence in the House on Thursday. As Infrastructure, Housing and Urban Development Minister Charles Milupi was on the floor of the House responding to a question from Chiengi member of parliament Given Katuta, some MPs were heard whispering, while others were chatting amongst themselves, prompting the Speaker to intervene.
