MINISTRY of Local Government Permanent Secretary technical services Nicholas Phiri says disbursement of CDF funds to constituencies depends on utilisation, arguing that while MPs are crying for more money, it is laying dormant in accounts. Finance and National Planning Minister Dr Situmbeko Musokotwane announced an increase in the Constituency Development Fund (CDF) to 30.6 million per constituency from the current K28.3 million, for next year.
