THE Economic and Financial Crimes Court, High Court Division, has found former Mongu High Court Judge Wilfred Muma with a case to answer in the matter where he is charged with willful failure to comply with the law and abuse of office. It is alleged in count one that Muma, between April 1, and December 31, 2018, while he was commissioner of lands, willfully failed to comply with section 84 of the Lands and Deeds Registry Act in the manner he instructed his subordinates to cancel certificate of title No.21818 relating to public property, without following the law and applicable procedure.
