FINANCE Minister Dr Situmbeko Musokotwane says there was careless handing out of road contracts without any reference to finance laws in the last 10 years. And former housing and infrastructure development minister Ronald Chitotela says the Public Financial Management Act, in compliance with the 2016 constitution amendment which directs that all monies collected on public infrastructure must be subject of control 99 in the Ministry of Finance is killing the road sector.
