ANTI-Corruption Commission (ACC) Board Chairperson Musa Mwenye says asset recovery alone is not enough in fighting corruption, arguing that it’s unjust to jail someone for stealing a goat yet letting those that steal millions of dollars scot free. And Mwenye says he’s certain that in Africa, corruption can never be fought by simply asking people to return stolen money.
