COMMONWEALTH Secretary General Patricia Scotland says the Russia-Ukraine war has affected all countries in the commonwealth in relation to the cost of living. And Scotland has commended President Hakainde Hichilema and his government for the strides they have made in addressing historical human rights violations since assuming office.
